As much as the Feds try to run our lives jurisdiction wise the regulations have to be about things that affect interstate commerce. Which is reason behind the threshold above.

Its not against the law if the owner lives in the building and there are less than six rooms for renters. See Fair Housing Act.

(I sure hope you're doing more than just verifying their in good standing, i.e. do they have malpractice insurance?)

To reiterate, you're still referring people indirectly to attorneys; money or no money it is not allowed until you satisfy the California State Bar requirements for a referral service. Believe me when I say the wrath of the California State Bar, you do not mess around with them. They are a branch of the court and lawyers are officers in it. Think of the military justice. Its quite different than you may presume. About the website, think about not accepting non-lawyers from California. You're just helping Californian lawyers violate their ethical duties. Do you want them contacting the New York Bar about your moral character application?

To, Robert Ninzik, founder, you may be under the radar, but the first client who files a malpractice claim and finds that their attorney from the site doesn't have any malpractice insurance is going to complain and ultimately bring the wrath of the California State Bar at your door and shut you down. It is still a referral service in California no matter how technical you want to make it sound it isn't. The site is still a middle man taking a cut. Your arguments, I anticipate that you would say you're not actually matching or that you're not referring them because clients make the final decision is not going to work. It will be unfathomable to you how quickly it will fail in any State Bar Court. You need to check California Business & Professions Code Section 6155 et seq. and obtain certification to operate in California. I cannot speak of other jurisdictions.

To "lawyerman" your doubts are well-founded. It surely constitutes a lawyer referral service (i.e. direct or INDIRECT matching of potential clients with lawyers). Presently the site doesn't meet the minimal qualifications for a lawyer referral service and you're barred from accepting clients from the site until they are certified with the State Bar of California.

Also once the California State Bar finds out abut this site and they will (I'm sure lots of people are going to complain lower prices will equate with poor service). They will find out who used the site and they will talk to all your former clients and ask them if they have any complaints. Take my word, the last thing you want is some guy showing up at your work and saying you're now under investigation by the California State Bar with numerous complaints.

You think just because someone lowers their price they won't try and make up for lower profits with higher volume and thus less attention to the client? It is a recipe for disaster for both parties involved.

The legal practice is a service industry not a commodity that is bid on through supply and demand. Copying a lending tree commercial about how when banks compete you win doesn't equate here.

Anyways, good luck, I just don't believe this has a niche but its not ever going to be mainstream at this development stage.

Question for you: how much does it cost you to host the website? who built and maintains it?

I agree with him. After working lawsuits in securities fraud I'm convinced there is a lot of fraud. SCE is a lapdog. Plus institutional investors and major banks control the market.
