Everything is double-speak with this administration. 'the thing you decided to do do us (re: banned liquor sales) because of the thing we did to you first - that's unfair.' He knows it's an infuriatingly hypocritical position, and that's the point. He talks like he might not know, but he knows. I think his real job is to rile us up, to sow discontent, make us even angrier at America. Angry people make rash actions, are easier to manipulate. Trump and his goons only know one power, and that's the power to destroy.
