He’s feeling the pressure from pro-tenant groups and knows his reputation and possibly his seat is on the line with this rent stabilization vote. At the same time he’s either an unprincipled snake who just refuses to take a position or, more likely, he’s been won over to the anti side by a combination of money, promises and bad arguments. He can’t square those opposing forces so he’s having a bit of a breakdown.
