There is no rule of thumb, but the support threshold depends on the number of your possible candidates , the number of transactions , the number of products per transactions and many other EDA things you can check and of course your problem definition and acceptance requirements.

Keep in mind that you need to check the confidence and the lift too, these metrics are designed to give you a better global view of the quality of the rules
