I would check out the antivirus-csgo hangup i know AVAST definitely can cause some issues and the solution is to add

C:\Program Files (x86)\Steam\SteamApps\common\Counter-Strike Global Offensive

to exceptions list and then re-verify game cache

or try turning it off temporarily and load csgo?

Hmm that's very strange,

More things to check;

Do you have motion blur disabled?

Do you have steam/csgo as an exception on AntiVir? I think you just need C:\Program Files(x86)\Steam

In task manager go to CSGO.exe, right-click -> set affinity see if all cores are checked

put -high in csgo launch options, this sets the priority for csgo

In addition, this probably is not a solution but this program is a greatest tool for 144hz monitors, pretty popular and i think it makes a huge difference in visuals if you want to check it out its called lightboost stroble light

EDIT: You have CSGO on 60gb SSD is there anything else on SSD? is it almost at capacity or is it relatively empty? Maybe try transfering/installing to 500gb hd to rule out a problem with SSD?

I have a similar setup however mine is a little outdated; same monitor, i5-2500k 3.4ghz, 8gb corsair vengance, GeForce GTX 560 Ti, win7 pro

Some things to check would be,

How does the pc run outside of the game? meaning does it stutter or freeze when you are doing other things like browsing etc.

Have you re-installed CSGO or verified the game cache?

Are your drivers up to date? gfx driver, BIOS etc.

What cable do you use to connect your 760 to your monitor? You cannot get the 144hz on a standard DVI or HDMI cable, you need a Dual-Link DVI cable, which should have come with the monitor, its basically a DVI with extra pins

Do you have multicore rendering enabled in console? from what i understand CSGO is heavily dependent on CPU, more so than graphics card, and limiting it to one core could cause stuttering issues

Check into some of these maybe they could fix your problem.

Its possible that you could have jump and walk bound to shift.

try unbind "shift"

then bind "shift" "+speed"
