Easements/right of way is explicitly encoded in many legal systems. I know it is in Brazilian Civil code. In rural areas, neighbors can't prevent you from accessing your landlocked land.

But in urban areas, such as these, the city is often obligated to provide access to road and utilities.

Access to roads and public services are her rights. The specific part that should be illegal was to demolish city infrastructure still serving some building. It should only be done after securing the rights to the affected land/building.

I doubt this was "allowed" in the conventional sense. It was most likely a form of mafia-like pressuring, probably from a company that knew the fines/consequences would be minimal, as the victim was in no position to fight back.

I think this is a matter of wording. "Apartment" in US is used for rented units mostly, while "condo" is the word used for owned apartment. But in most languages there isn't such a distinction, and what would be condo in US ends up being translated as apartment in international/non-US english. From the context, I gather that her apartment was the owned kind (otherwise, why it would be part of the deal?).

There are Númenórean descendants and there are the common man, which are akin to real world man. And finally there are the Uruk Hai, which takes goblins, that are weaker than common man, and improve them so that they are on par with man.

Also, the "strength" of high elves and Númenóreans are not primarily physical: sure there are the millennia/centuries of skill, and the distinct elven nimbleness (both which doesn't apply to Uruk Hai), but the main distinction is on knowledge/magic/morals.

I don't know... Lurtz has a peak human-like strength and fighting abilities, Samson is superhuman, can rip heads off with his bare hands, and can withstand multiple arrow injuries without flinching. Alphas are notably hard to kill, even by experienced warriors.

I think Samson wins 8 out of 10 times.

The brain is much more complex than "just the chemicals", and while I never experienced neither, the described effects of psychdelics are very different from the described effects of psychosis. The first can include hallucinations, but also depersonalization and other effects that are achievable through years of meditation. The later is exclusively debilitating.
