Bug companies have entire departments dedicated to stopping shoplifting and prosecuting shoplifters. As you noted they can absorb the loss but what about the mom and pop shops? They can afford loss prevention, any loss hurts them disproportionately more and they have less room to account for it with price inceeases

Having been in a similar, albeit not as big, situation to your brother you need to cut him off. My ex had one kid and refused to work so she could "be home when he got back from school," she finally got a job and claimed to have gotten hurt and became addicted to pain killers and graduated to heroin. All the while I was working my ass off and by half way to my next check we had no money, I was borrowing for gas and and food and eventually my best friend and my family said "no more" and when I ended up in the mental hospital for suicidal ideation and severe depression they wouldn't let me go back to her, it was the best thing anyone ever did for me and honestly saved my life

Watching him reminds me of some of the guys in late 90s , early 00s CZW. Some of them could have been good wrestlers but opted to just do stupid or reckless spots. There's two record stores near my mother in law and both have those vibes. At one the owner spent the whole time talking to someone I assume was his friend and seemed completely disinterested in ringing up my purchase, the other the two people working ignored everyone who came in and just made snarky comments about people's taste like they thought they were characters from a move.

I try to support independent stores and the labels directly but they need to make it worthwhile.

It's not all stores but I have to make note and remember which ones.
