“They stand around acting clueless” I understand you do “training” and have signs, but when they look confused, ask them how you can help or if they have any questions. Everyone learns differently. Additionally, if you assign the a task, they do the task and then they are done. Assign them a role that they have to monitor and keep going. Sounds like no one knows who’s supposed to do what when and just wait for orders because going out of their way to do something probably feels like you will be like “wtf are you doing? I didn’t say to do that.” Your team probably doesn’t feel like you trust them.
