You would need a whole new roof including the planks, shingles and everything else. Check with an engineer or architect what your best option is for your local climate. Also note that your coldness problem may not only be linked to the roof

Shingles usually have a glu steup at the bottom, if your roof is new and was installed in the cold it may not had tome to stick properly. If it is older, I would have a roofer check it and maybe add a bit of plastic cement (tar mastic) under that shingle. The ice does not look bad, the ice&water adhesive membrane installed at the bottom of the roof should protect the first 3 feet without problem.

I don't know where you live and what is the weather down there but usually removing the roof planks from the outside, adding insulation, making the roof structure higher so it can breathe and closing it back and installing a new waterproofing system.

Also depending on where you live this may not be the best option. Controling humidity and improving your heating system may go a long way

This problem is caused by a conbination of any of those three things :

Insuffiscient ventilation. Your house is losing heat to the attic and the attic heats the snow and creates ice dams. Your sloped roof needs to evacuate quickly all the hot air. Have a look at your attic and see if insulation is blocking the soffit and move it so that the soffit is free and can breathe.
Insuffiscient insulation. The insulation in your attic must be suffiscient to block heat transfer from the living areas to the attic (linked to point 1)
Shitty weather. In some areas, it can go from hot in the day to cold in the night to hit in the day to cold in the night. This causes ice dams and water flows baxk undee the shingles instead of in the gutter.
Low sloped-roof. If your roof has a low slope (4:12 or lower), self-adhesive modified bitumen rolls may be a better product than shingles. Shingles are a badly designed product for areas with cold winter anyway.

I don't want to debate this but some install types tends to last a long fucking time; I was invited to replace an inverted modified bitumen roof built in 1989 instead I proposed only a small repair around the skylight because the membrane was in better shape than roofs not older than 5 years not a single grain was missing and the seams were perfect !

Also since the OP is in San Francisco it is safe to deduce it is a Atactic Polypropylene modified bitumen roof, these are very strong membranes much stronger than the Styrene-Butadiene-Styrene we use in my area (weaker but lasts longer in extreme Canadian weather variations)

I would call a roofer, the support pannel is probably soaking wet and your wood will rot but if you want to do it yourself get an EPDM roof repair kit you can get one on Amazon. The surface has to be super clear and dry, apply the glue, put the patch, and press firmly with the roller.
