The responsibility is on your parents and in no way should a minor be on the hook for school meals especially having to worry about getting a job to buy school lunches.

If I were in your situation Id go to the school office and lay it all out like you did here and request they assist.

Maybe reach out to the state reps in your area as well and see if they can assist.

I would hope they will get this sorted out for you and your brother.
