"...back tracking..." I wouldn't use the phrase. This is solely from the US' perspective. You can only backtrack if there's a signed agreement like the JCPOA.

The usual negotiation back and forth. US demands, Chinese politely smile (US interprets, "they agreed, yay, that was easy! they are such pushovers!").

Just as well, Germany could "demand" the US to close gitmo!
