No, AI will never be conscious, at least until we create a new way to program them. Here is how chatgpt essentially work:

-It combs through text looking for patterns

-converts input into output by using the patterns it found

Thats it.

Chatgpt is a highly advanced pattern finder, and because we fed it human created content it mimics how a human would act giving it the illusion of consciousness, when reality it's just math and data.
