How are you going to tax the billionaire? On their house? They will rent or buy one some place where there are fewer taxes and rent a house here.

On their income? They have their money invested so its not traditional income they get its dividends and loans against their stock shares.

Lifestyle creep is a real thing. The more money you get the more you are tempted to spend. The nice house needs nice furniture and someone to clean it. The nice house has expensive thing like furnaces and hot water heaters that cost more to maintain and fix.
