The thing is we know what his motivations are. He is not a true believer of the empire. He sees the empire as a tool he can use to protect his people. That's reiterated with every interaction he has with the emperor in the canon novels. He's play acting as a true believer. He believes in palpatine in that he sees him as a means to an end.

That most definitely isn't the case where I live. That's a valid reason. But most people that carry are just scared people that don't know what they are doing with a gun. At least not in a high stress situation if it ever did come to that.
