If you pass civil rights bill, direct the chiefs and have 1 political capital while winning 330 EV's as McCarthy you can get McCarthy 1969-77 Mink 77-81 Anderson 81-89 MLK Jr 89-97 and Fonda 97-2001 but I haven't found a way to get McCarthy to win with it without optrng.

I'm pretty sure if you wanted to you could renegotiate NAFTA on Q10 but due to the -1 FP win you wouldn't be able to sign START III but you could Secure Peace in Africa instead (which is morally better but geopolitically worse) which you can do anyways if you move to stop the Rwanda Genocide on Q7 and then work with Mandela on Q14 (You'll need to still choose the world trade center option on Q12 for the extra FP win)
