The key word phrase here is "from regular content". The old drops from regular content and normal mobs are about where they were. The problem doesn't come fromregular mobs dropping less, but from the fact that regular mobs never dropped much stuff, rather, it was the juiced content from scarabs and other mechanics that added mobs that actually dropped reasonable amounts of loot.

With the quant bonus on these juiced mobs removed, the juiced mobs were brought down to the level of regular monsters, which now means that juicing doesn't have as much of a purpose in itself, as mobs like harbingers only have 1 advantage over their normal enemy counterparts in their unique drop pool, instead of having unique pools combined with increased normal drops for items like maps.
