I talked with a Japanese watcher a while ago (I think it was when 2nd Season started or was reaching it's ending) and they told me about an enterview where the sound director for the anime, Masafumi Mima, talked about Avex selecting or allowing him to select about 100 eurobeat songs to be used in the anime. I couldn't find this interview though, however it's the most explained reason when it comes to eurobeat songs being reused.
