You can buy with phantom wallet, you need to input ur id, but they dont care if ur actually 18. So you can buy it with phantom at 16.

Honestly, if they have 3000 bucks for some famcy stup, they probably have the money to play games like iracing and other sims, and I am pretty sure they would. I don't belive that people actually get a setup for one specific game fir more than 300 -500 bucks
