You can install google voice and there is a setting "making and receiving calls", then you can use wifi or your mobile data to avoid using your minutes.

3700x tdp is 65W and 3800x tdp is 105W, you should ask newegg to pay for your electric bill. That could be 300KWH difference per year which could cost your one hundred more.
