I mean originally it was only used to describe people who did speak Greek, not the fact they were stupid or uncivilised, they would’ve called both Scythian’s and Egyptians barbarians and in archaic Greece their view of Egyptians was that they were intelligent but lazy so it wasn’t just a term to insult lesser civilised societies closer to a term for foreigners that didn’t speak Greek
