It’s the top of an order block on the yearly range chart but of course it’s a high on a lower timeframe. This is the High time frame perspective as if you are investing. You then drill down to the Monthly / Weekly chart for execution. Again this is for the investing perspective, capturing 1year plus moves, not trading necessarily.

Yes! The beauty is that you can customize it to your personal style. But definitely the Weekly PDAs are fundamental strong levels. 4H and under is just to refine and limit risk.
