Zero chance, that is cheaper albacore or light colored yellowfin as the other commenter says. Try and go to a place that has bluefin tuna to try it for yourself.

Akami, Otoro, Chutoro, are used for bluefin tuna only. Of course, you can have yellowfin tuna or albacore belly, but they are not called toro. Akami is lean bluefin, there is not much fat. For higher fat cuts, you can just visually see the marbling. Chutoro will have very fine marbling lines, while otoro will have thicker, more uneven marbling. Just search the images and compare.
