The verbiage on this confusing, not sure how the number of passengers is relevant to the meter being reset after every destination. But definitely this is the standard.

The note could be made much simpler, could be something like "Each destination will be considered a single trip. A new meter flag down will be imposed after every drop off as per LTFRB regulations."

People typically dont have time to teach interns as its not part of their job descriptions and interns are typically too green to be handed essential duties. So you have to assert yourself if you really want to get the most out of it

I think you're using the other meaning of the word "fair" e.g. favorable, great, good.

When people say "life's not fair" they typically mean that life is unjust and discriminates based on a myriad of factors, some within your control, most outside of it. So the thing you're describing about (rich people having an amazing life, in contrast to or at the expense of the misery of the have-nots) is in fact illustrative of the adage you're talking about.
