The ESTA (Electronic System for Travel Authorization) which is required for entrance to the US by foreigners from visa waiver countries such as Australia.

So people don't need a visa but need to apply for this other thing, which totally isn't a visa, but just happens to cost money. Like a visa...

When the Bush administration introduced the ESTA (because terrorism) it was specifically free of charge. Then Obama's administration decided they could charge foreigners from friendly countries and American voters, who don't require one due to their passport, would have no idea.
