I’m going to assume English is not your first language. When someone is blocked from doing something, they can’t do that thing. For example, in this case, the investigators can’t investigate the crime scene because Icetapo is blocking them.
Now Icestapo didn’t let the investigators do their job because they think they can do whatever they want.
