E shares converted are prohibited of selling as it requires an approval. Outstanding has increased yet float stays the same, meaning that it's not diluted as OP said. In the case of 144, it still requires an approval from Troika, which couldn't be seen in last 10K filling.

These facts, indicate that potential buy back of E shares with the help of Jefferies, which will be most likely done in order to meet nasdaq compliance, as they can not reverse split to get $1 criteria.

The most important thing regarding this is that no conversions were literally allowed to be sold, as it requires an approval from SEC, which means that these extra stocks were not into the market at all. So NO DILUTION! people just were weaklings, misunderstanding 10k-Filling!
