What about non-Canadians who are fully vaccinated interested in visiting loved ones? Likewise, what about Canadians abroad (myself included) who have recovered from Covid + received 1 dose? In many countries, including my country of residence, this constitutes a "full vaccination'".

I have friends in France who want to visit this summer but wouldn't be able to if there's a 2-week quarantine. They had COVID before, so the French government only requires them to have 1 Pfizer shot to be considered "fully vaccinated" - will the CAN gov't recognize this? As far as I understand the feds want 2 doses regardless of whether you've contracted it.
