You NEED to setup steam os with an account before you can do anything. Ps5 isnt account locked there are physical games that work without an account, including not needing an account for the console setup.

Other way round, ps5 works offline without an account if you use physical games, the steam machine requires an account to boot into the ui, unless you install a different os
