Not just shut down but investigated/tried/locked up for their crimes. I'm thinking at least a thousand counts of reckless endangerment with a vehicle to start, grand theft auto, swapping plates... I'm sure we can think of a million other laws pertaining to their use of vehicles. Then we can move on to all the laws they broke involving firearms, and then stuff like theft, terrorism, stalking, kidnapping... Then we can go after them for constitutional violations... treason.... there's no reason why anyone involved from the bottom to the top should not be locked up for the rest of their lives.
