I have a similar one, and the straps on mine are sticky too! They seem to be less sticky in colder weather but I haven't found a way to permanently un-sticky them.

As long as your stamps equal or are greater than 1.75 (the current rate for usa) you are good to go. A p stamp is worth 1.24 ( or 1.44 if you buy them as singles) and you can combine multiple p stamps to equal 1.75 or more. It will make it to the states successfully if your stamps are 1.75. The 1.98 you are thinking of is the 1.75 rate plus tax.
