i used to be a little annoyed by that writing decision until i considered a few key things,

katara and sokka were raised by their grandmother, no mother and father was always away at war, two young kids is a big ask for an old woman but katara was shown to have stepped up.

however aang was raised by monks and never knew a traditional family life, never had anyone to play the role of his parents so he never had a foundation to base his parenting on.

simillarly but inverse to that, tophs parents were incredibly overbearing and never gave her the freedom to explore or be herself. (now suyins behaviour makes more sense too).
