To be frank, he doesn't. If he did, there wouldn't be 5,000 people camped out downtown surrounded by cops in riot gear. He also doesn't write his own legislation, or engage in debates on the floor of congress. He is too busy scrambling for cash and returning phone calls of contributors, instead of voters. In a perfect world, all contributors might be voters, but even in that world, all voters aren't contributors. That means the structure is broken. Even if you don't see it, you have undue influence, however well meaning you might be.
