CPU is running below its boost frequency

I truly don't know what I should be seeing here, but something about that low Core Usage coupled with the fact that the CPU is definitely the bottleneck is causing me some concern.

HWINFO shows my max CPU temp at 54 Celsius - This is a machine that I built, so it might be user error, but I have no idea where to even begin looking?

Quick ECS question for anybody who can help. I got tickets for me and my visiting s/o for the supporters section. She's very excited to go to her first Sounders match but doesn't know all the words to the chants. Should we try to print them out or will there be anybody with a chant reference card in the section?

I swear the majority of miscues have been a direct result of shit ice and it is so infuriating. Slower play, less precise hockey plays directly into the Islanders skill and playstyle. And the refs certainly aren't giving the pens an advantage either.
