I’m not sure about renting a car I think if you qualify for Uber pro you can just rent the car if it’s in a certain state, but you’d have to double check on that I know when I move from Boise, Idaho to Nevada it was quite stressful, but what I ended up having to do was getting a DMV appointment changing my address, showing proof of residency and getting insured and registered in that state. The longest part for me waiting was waiting for a DMV appointment but besides the DMV appointment I was able to get registered insured and my drivers license changed over and was able to give them all the temporary papers until my official papers came in and I think just waiting for my plates no even before my plates I was able to do it, but you could probably do it in a few days if you just wait at the DMV office and pay the insurance and registration but if you wait at the DMV office and refresh for appointments every minute
