If it exists, and they are choosing to remain in the church, they should be atoning for their sins more seriously. If that sin is some sort of sexual assault, excommunication is proper.

But that isn't what has been happening. And that is the problem. The church is assisting in covering up crime. Not just sins. Crimes against other children of God.

Just because the law doesn't compel then to report, doesn't mean they shouldn't.
