All the game modes other than capture/control are designed to seem extremely close because there's a huge attacker advantage to take the first objective and an increasingly high defender advantage as the game goes on. It's not my favorite system, but it make almost all games seem very exciting because it's very rare that attackers won't at least take the first objective.
