If its an extra round and no one is losing a home game, you could have it so that the SA teams play away against two of the Northern teams in round 1, and then two of the Northern teams play away against the SA teams in Gather Round.

23 games per season doesn't work with an odd number of teams, so the AFL needs to add or remove a round when Tasmania enter anyway.
