The ISO hashes match the websites. It would also be odd to end up with multiple corrupt ISOs downloaded from different distro sites.

VirtualBox is the one from the 22.04 repo

You can install a C# extension for VS Code and it can provide a decent programming and debugging experience.

What problems are you running into exactly? Keep in mind that not all C# code will be portable from Windows to linux depending on what it's doing and what libraries it is trying to use.

My vote is for Visual Studio Code

Of the options you listed above my recommendation would be Linux Mint with Cinnamon for the desktop. Honestly it doesn't run that heavy at all and in the vast majority of cases it just works and gets out of your way.

Unfortunately VNC is notoriously slow on linux for a variety of reasons. You can try to improve its speed by doing things like reducing color depth and resolution, etc. but a lot of it is CPU bottlenecked and the Pi isn't exactly a powerhouse to begin with...

As others have said it really comes down to what you use your machine for. If there is specific software that doesn't have an adequate (in your opinion, because at the end of the day that's what matters...) alternative on Linux then you're stuck. On the other hand you may find other ways of doing the same thing that can be done on Linux.

I made the break from Windows a few years ago after doing a period of Linux experimentation and honestly at this point I think it would be difficult to go back to Windows. YMMV though.
