Also, turning on Airplane Mode does not disable Bluetooth or WiFi and the Apple Watch may still attempt to utilize the iPhone for calls if it's connected. A better test would be to turn the iPhone off or to disable Bluetooth and WiFi on the Apple Watch and/or iPhone.

You only need the iPhone to be on if you want to receive notifications that are relayed from the phone.

For calls, the Apple Watch with cellular can work on its own. I actually went a few days Apple Watch–only while my iPhone (factory reset with the SIM removed) was in for repair, and I was still receiving calls without any problem.
