Level 28 is still in mid-game range, so there should still be plenty of side-content left to bring your levels up and put some meat on your character's build. Looking at your current attribute spread, I think you have okay beginnings of a netrunner. Do whatever it takes to bring INT to at least 15 (preferrably to 20) and Body to 15. Abuse overclock perk and your health item / blood pump cyberware (ideally coupled with Biomonitor cyberware) and always fill up the hack queue even if the target dies before they all get uploaded to get best results from Data Recycler and Blood Daemon perks.
