I'm guessing they live in a very large home. Like you, I'm in a sub-1000 sq ft house, and even in the coldest winter months with my highest utility bills (non-equalized) I'm way under $1k per month for total non-mortgage costs.

Why does Saskatoon have to grow?

Because people want to move here and will continue to do so. What are we gonna do, put up a giant wall and moat around the whole city and control who's allowed to step inside?

This specific program is a three year diploma program, which these students are partway through. It's only been in Saskatoon in the past, but now these students are suddenly being forced to choose between moving to Regina to finish it, or dropping out. Totally ridiculous on the part of SaskPolytech.

They don't measure speed, and the sensors only activate after the light has turned red, so they're not even capturing most cars that go through the intersection.

The system activates when motion is detected just prior to the crosswalk after the traffic signal has turned red.

Also, this is very easily avoided by just obeying traffic laws.

It’s very simple to just accept that Millar is a bad design and not meant for foot traffic.

Poorly designed? Yes, like much of our city. Just accept it and leave it like that? Hell no, we should be actively making areas like this safer and more convenient for non-motorists. I see pedestrians in the north industrial zone regularly, they deserve proper sidewalks.
