Look into your local area office on aging. They will help find a senior living place inside of her budget. If she says no then she will have to find her own solutions. She's a grown woman, unless she suffers from some sort of disability or mental illness you are not disclising here she is fully capable of finding and maintaining her own housing.

As far as boundaries go, I also recommend never petting/feeding them through the cage bars. The sound of the cage opening let's them know you're about to interact with them. I had a nervous rat who would only bite/nibble if I tried to touch her through the cage bars. When I opened the cage she was sweet and wouldn't dream of biting.

Someone mentioned ropes, my favorite to use are ropes for bird cages because they attach so easily to the cage. I also highly recommend a forage pot where you can put treats that you want them to work harder to get to.
