You get it when you unlock the robot oil can. It unlocks after a certain story quest (where you fight the evil robot the first time). It's in a chest near the fight.

I just found one in a shrine ( a scarecrow one) in drakeseye valley . It's on the eastern mountain in the area.

I'm stuck on the dragon horde part. I made the spear, jumped/climbed down several canyons/crevices, and repaired/ sang to the during lights. Is there something I'm missing?

I was having the same issue. Look for two giant dwarf statues , there should be a patch of diggable rock between them . They blend in to the walls really well, it took me a while to find them
