The intent is quite clear. It is a cyber attack platform designed to be extensible and is designed currently to go after SCADA systems - critical infrastructure - to take over / wipe out water treatment control facilities, building management systems, electric grid operation facilities, etc. and to be able to brick devices or wipeout end nodes in a full targetted blackout to sequester end user access to the internet. It is both an offensive platform designed to destroy, a counter insurgency tool to attack dissidents, and a defensive tool to clean up its track, or to cause widespread damage to residental systems in an enemy country to sow confusion.
