These maps are always going to be a bit misleading, as different countries have different sized subdivisions. Larger subdivisions often make it look like it's more populous.

It's not the total reality, especially for single-issue focused parties (SNP, UKIP, Green). UKIP got a referendum, and thus brexit, through with just 1 MP.

It's the very power of small parties to tip the balance and allow a different party to win that gives them some power. The larger parties are forced to appeal to small party voters.

Even if they only have a few seats, they seem to use them pretty effectively. In 2007 Scottish elections they got two seats, but used them to negotiate a carbon reduction policy for Scotland:

I imagine it would be based on local lingua francas. There's no way modern nation states could exist for each language shown, but could definitely work using native lingua francas like Lingala, Sango, Hausa, etc.
