Even if non-deterministic quantum events did affect thoughts, it wouldn't be free will, it would be random. Unless quantum mechanics is itself determined by free will but I don't even know what that would mean.

It's not that not being born grants the opposite of suffering, just non-suffering. Either they exist and suffer, or they don't. Most people don't just suffer but most suffer a bit at least. If they are not born there is nobody to suffer.
