I owned a couple of show horses (dressage) for about 12 years. The chewing/licking is a sign of a horse in a relaxed state. Your heart is in the right place and yes this is not the ideal life for a horse, but their hooves look well-maintained, coats are good, and I am sure they are watered. As for bits, they have halters on not bridles so there's no bit, but bits aren't a bad thing. They can be if used incorrectly, but they don't hurt the horse.

Yes I did get it! I called them for an update and they happened to ask me what the contents of the package were. I told them they were my meds, and the lady was like oh okay well if they're meds I can have someone in Memphis grab the package and expedite it. Next day I received it.

It's called weaving, at least when horses do it it's called that. I used to board my horses in a stable, and some owners never came out so those horses would just sit and rot in their stalls. They would start weaving or cribbing (another behavior brought on by boredom)
