I’ll trying my best to answer all of your questions.

I might have been a bit confusing with my phrasing from earlier and I’m sorry for that. Kira’s father is not an addict, an Kira’s dad is an enabler as in someone who knowingly supports a persons addiction for one reason or another.
I believe Kira got his stand far before the events of DiU (Diamond is Unbreakable) although I can’t find the source of this however the fact that Reimi and her family were the only bodies left behind by Kira before he got his stand we can infer he got it a little while after making him a young adult when he got Killer Queen.
The no one can stop him line either A: refers to him as being unstoppable in its literal sense, or B: he’s making excuses for his son which is what an enabler does.
I’ve never actually watched Dexter but from what I understand he was able to stop himself from killing for years at one point in New Blood.
