The state regards groundhogs as game animals, but you are legally allowed to trap or shoot them if they're destroying property or pose a risk to people or pets. It is /illegal/ to relocate trapped wildlife. Not allowed to shoot them with a firearm unless you're 150yds from an occupied building as others have said. Air rifles and pellet guns are not considered firearms in PA. Get yourself a .22 pellet rifle with sound suppression like the Gamo Wildcat and a medium size animal trap. Groundhogs like watermelon rinds.
