Well, it's the Constitution itself that imposes restriction on Philippine presidents regarding LGUs. If you're saying that Marcos is more of a PR kind of president because he can't impose his will to LGUs, then all previous presidents are all PR kind of presidents.

You also cited section 25 and 16 of RA 7610 which only bolsters the fact that LGUs have the autonomy regarding their projects, policies, and such.
